
Minister of Science and Technology Vu Hai Quan and U.S. Under Secretary of State for Economic Growth, Energy and the Environment Jacob Helberg at the meeting.
The two sides exchanged views on cooperation in strategic technologies, including artificial intelligence, semiconductors, cloud computing and digital data infrastructure.
Minister Vu Hai Quan highly valued U.S. efforts to promote innovation and the application of AI to socio-economic development. He reaffirmed Viet Nam's people-centred approach to AI development, which seeks to harmonise innovation with requirements for safety, security, ethics, privacy and social inclusion.
The Minister said Viet Nam is developing a governance framework that balances innovation promotion with effective state management and practical implementation. The country is pursuing a risk-based approach to AI governance and continuing consultations with businesses, experts and international partners to build a transparent and enabling regulatory environment for emerging technologies.
Minister Vu Hai Quan proposed stronger cooperation to ensure the safety and security of strategic telecommunications infrastructure, including 5G/6G networks, data centres and international submarine cable systems.
He also suggested expanding opportunities for Vietnamese enterprises to participate in U.S. AI cooperation programmes, particularly in research and development, digital service delivery and workforce training.
