In his opening remarks, Minister of Science and Technology Vu Hai Quan underlined that technology has become a decisive factor in national competitiveness, resilience and self-reliance.
To realize the goals set forth in Resolution No. 57-NQ/TW, Minister Vu Hai Quan stressed the urgent need for VietNam to further mobilize resources across the entire national innovation ecosystem. He specified that these crucial resources encompass scientists, enterprises, research institutes, and universities, alongside robust data infrastructure and enabling policy and institutional mechanisms.
The Ministry of Science and Technology is actively working to further refine the institutional framework for science, technology, and innovation.
Priorities include accepting controlled risk-acceptance approach, promoting greater autonomy for science and technology organisations, reforming financial mechanisms, developing the science and technology market, and providing stronger support for innovation-driven enterprises and technology startups.
A major policy shift involves the planned restructuring of 42 national science and technology programs into six comprehensive major programs. Among these, the development of national strategic technologies is poised to play a central role in bolstering VietNam's technological self-reliance.

Minister Vu Hai Quan also emphasized that enterprises must stand at the center of the national innovation ecosystem. He called upon the scientific community, businesses, academia, and society at large to join forces in fostering a dynamic, open, and efficient innovation ecosystem, thereby transforming science and technology into a major driving force for the country's rapid and sustainable development.
In his keynote address, Prime Minister Le Minh Hung affirmed that science, technology, innovation, and digital transformation serve as key catalysts and the "golden key" to unlock VietNam's long-term development milestones.The nation aims to become a modern, industrialized country by 2030 and a developed, high-income nation by 2045.
The Prime Minister called on the Ministry of Science and Technology to further uphold its pivotal role in advancing national strategic technologies. He also emphasized the necessity of fostering an effective innovation ecosystem centered on enterprises, expanding international cooperation, developing high-quality human resources, and accelerating a shift toward generating practical, high-value products that directly serve the people and business community.




The conference also featured presentations focusing on mastering strategic technologies across key sectors, including public security, higher education, technology enterprises, and high-tech agriculture. These insights were shared by representatives from the Ministry of Public Security, VietNam National University, Ha Noi, MK Group, and ThaiBinh Seed.
