On the morning of September 9, 2026, at the Viet Nam – Russia Science and Technology Forum held in Moscow, Minister of Science and Technology Vu Hai Quan emphasized that science, technology, and education-training have always been a key pillar of the Viet Nam - Russia Comprehensive Strategic Partnership.

According to Minister Vu Hai Quan, tens of thousands of Vietnamese officials, scientists, and experts trained in Russia have become a key human resource contributing to the country's construction and development.
In the new era, bilateral cooperation in science and technology (S&T) needs to be implemented at a scale and depth appropriate to the development requirements of each side. Viet Nam has a demand to absorb, master, and develop core and strategic technologies, while Russia possesses strengths in basic sciences, nuclear technology, quantum technology, new materials, and information security.
Connecting Russia's research capacity with Viet Nam’s development needs and science and technology workforce serves as the foundation for both sides to expand joint research and development programs. Minister Vu Hai Quan stated that the Ministry of Science and Technology of Viet Nam and the Ministry of Science and Higher Education of the Russian Federation have exchanged several orientation tracks for future cooperation.

First, the two sides will continue to expand the joint research funding program to strategic technology fields. In 2026, 4 topics were selected for funding out of 34 proposed projects, representing a three-fold increase compared to the previous year.
Second, the two sides plan to convene a meeting of the Joint Committee on Science and Technology in late November 2026. Discussions are expected to focus on strategic technology, quantum technology, and the Center for Strategic Technology Research.
Third, Viet Nam plans to send 30 to 50 young scientists to attend the Young Scientists Conference in early December 2026 as special guests. This is one of the activities aimed at enhancing connections among the younger generation of researchers and expanding cooperation between research groups from both countries.
Fourth, the two sides will step up doctoral scholarship support in strategic technology disciplines, thereby supplementing human resources for priority research areas.
In addition to joint research cooperation, the Ministry of Science and Technology of Viet Nam is coordinating with Russian partners in the field of atomic energy.
Minister Vu Hai Quan noted that the Ministry has held three working sessions with Rosatom to discuss and resolve obstacles related to the Nuclear Science and Technology Research Center project.

Recently, Viet Nam completed a training course for 10 experts on nuclear power plant site assessment, jointly organized by Rosatom and the Viet Nam Agency for Radiation and Nuclear Safety.
The two sides also reached an agreement for the Viet Nam Atomic Energy Institute to join Rosatom's International Research Center (RCMB) consortium.
According to the Minister, these activities create an additional foundation for Viet Nam and Russia to expand cooperation in research, training, and human resource development in the field of nuclear technology.
At the forum, Minister Vu Hai Quan requested delegates to focus discussions on three main issues:
First, selecting a number of strategic technologies where both countries possess strengths and complementary potential.
Second, establishing in-depth R&D cooperation models aimed at generating concrete research and technological outcomes.
Third, linking S&T cooperation with human resource training, enterprises, and the market.
According to the Minister, clearly identifying priority sectors and cooperation models will help bridge research programs, scientific facilities, human resources, and businesses between the two nations, step by step putting cooperation agreements into concrete operations.
During the plenary session of the forum, delegates will also witness the announcement of the initiative to establish the Viet Nam - Russia Knowledge Network and the signing ceremony of several cooperation documents.
Minister Vu Hai Quan expressed his expectation that the thematic sessions and technology partnership networking sessions will contribute to substantiating cooperation commitments, turning S&T into an in-depth area of cooperation within the Viet Nam - Russia Comprehensive Strategic Partnership./.
