Viet Nam, Philippines foster cooperation in digital inclusion, e-government, and emerging technologies

During the meeting, both sides exchanged insights, shared experiences, and outlined cooperation orientations across various key sectors. These include telecommunications, OpenRAN, and AI-RAN; artificial intelligence (AI), semiconductors, and strategic technologies; data centers, cloud computing, and computing infrastructure; low earth orbit (LEO) satellite Internet; digital government, digital identity, and data sharing; National Single Window and the digital economy; digital human resource development; cybersecurity; and support for micro, small, and medium enterprises (MSMEs).

Minister Vu Hai Quan highly appreciated the effective coordination between the two sides within the ASEAN framework over the past years. The Ministry of Science and Technology of Viet Nam and the Department of Information and Communications Technology of the Philippines have jointly contributed to developing major initiatives, such as the ASEAN Digital Masterplan, guidelines on narrowing the digital divide, artificial intelligence (AI) governance, and recommendations on data center standards.

According to Minister Vu Hai Quan, the cooperative ties between the two agencies will enter a new chapter with the signing of their first-ever Memorandum of Understanding (MoU). The agreement centers on three main pillars: digital inclusion, e-government, and emerging technologies like AI, blockchain, and the Internet of Things (IoT).

Minister Vu Hai Quan expressed his confidence that under the direction of both ministries' leadership and the Joint Working Group mechanism, the provisions of the MoU will soon be realized into practical cooperation programs and projects. This will bring tangible benefits to the citizens and businesses of both nations, while contributing to the goal of building an inclusive, safe, and sustainable ASEAN Digital Community./.
