
Overview of the working session
Regarding Artificial Intelligence (AI), Open RAN, and 5G, the Minister affirmed that security and safety are Viet Nam’s top priorities. Welcoming the initial cooperation between Vietnamese telecom carriers MobiFone and VNPT with Japanese enterprises, he confirmed that the Ministry of Science and Technology supports projects that bring mutual benefits.
Upon the National Innovation Day 2026, the Ministry of Science and Technology will formulate a concrete plan and discuss the participation of Japanese businesses with the Japanese side. The Minister highlighted the event’s core message: "Two nations, but one shared spirit of entrepreneurship and innovation."
For the Viet Nam - Japan Joint Research Program, the Minister expressed a desire for projects to secure business participation, prioritize quality, target large-scale, long-term initiatives, and generate products with high practical applicability.
On the Young Talent Exchange Program, the Minister affirmed that the Ministry of Science and Technology will support its implementation, while creating favorable conditions for principal investigators under the NEXUS Program to participate in exchanges and inspire young scientists.
Regarding the Viet Nam - Japan Seminar on Semiconductors, Minister Vu Hai Quan proposed that the Ministry of Science and Technology chair a panel discussion themed "Viet Nam - Japan Semiconductor Business Cooperation: Opportunities, Potential, and Solutions," thereby contributing to fostering connectivity between the two countries' enterprises in this strategic technology sector.
Highly appreciating Minister Vu Hai Quan's proposals, Ambassador Ito Naoki affirmed Japan's desire to further expand cooperation with Viet Nam. He emphasized strengthening business participation in joint research programs and scientific exchanges between the two nations, while expressing hope for continued close coordination and support from the Vietnamese side in the coming time./.
