From strategic technology lists to practical action

On June 12, 2025, the Prime Minister signed Decision No. 1131/QD-TTg issuing the list of strategic technologies and strategic products.

This is a timely move, further concretising the guiding views on strategic technologies and representing one of the core priorities set out in Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in national science, technology, innovation and digital transformation.

The 11 announced groups of strategic technologies are all critical when placed in the overall context of national development needs, with the potential to create breakthroughs and help address major challenges facing Viet Nam, such as double-digit growth and the two-tier local government model.

As Viet Nam enters a period of profound transformation, the broader implementation of these strategic technology groups to monitor and evaluate their effectiveness is necessary. This will help identify which focal areas truly have the potential to generate sustainable competitive advantages.

Decision No. 1131 also stipulates that strategic technologies and products can be reviewed and supplemented based on the socio-economic development needs of each stage. This reflects the guiding principle that all technologies serving development needs will receive state attention and support, without being limited to those listed.

The issuance of Decision No. 1131 is only the starting point. To realise the strategic technology development roadmap, it is essential that ministries and sectors proactively engage with specific action programmes aligned with their functions and areas of responsibility.

Notably, reforming the legislative mindset is a crucial requirement already outlined in Resolution No. 57. Therefore, the legal framework must continue to be revised with a constructive spirit, not merely focused on removing obstacles.

The strategic list can be adjusted over time, and resources can be supplemented in phases, but clearly, without genuine, substantive engagement, it will be difficult for strategic technologies to complete the journey from list to practical action./.
