85% Efficiency, 15% Consumption: Requirements for importing used technology production lines

Under the Ministry of Science and Technology’s new regulations set out in Circular No. 56/2026/TT-BKHCN dated September 5, 2026, a used technology production line must have a remaining capacity or efficiency of at least 85%, while its consumption of raw materials, materials and energy must not exceed 15% above the designed level. In addition, the technology must be currently in use at at least three production facilities in countries belonging to the Organisation for Economic Co-operation and Development (OECD).
