Viet Nam and the EU expand strategic technology and innovation cooperation

<p>On 14 May 2026 in Ha Noi, Minister of Science and Technology Vu Hai Quan received Ambassador of the European Union to Viet Nam Julien Guerrier to discuss orientations for advancing cooperation in science, technology, research and innovation in the coming period.</p>

Ambassador Julien Guerrier expressed the readiness of the EU to support Viet Nam in becoming an associated country in Horizon Europe. He also proposed expanding cooperation in a number of strategic areas, including artificial intelligence, semiconductors, 5G/6G, telecommunications satellites, nuclear safety, rare earth mining technologies, standards and technical regulations, and railway technology.

Highly valuing cooperation between Viet Nam and the EU in science, technology, innovation and digital transformation, Minister Vu Hai Quan emphasized the need to identify strategic and feasible priority areas in order to promote substantive cooperation and deliver concrete outcomes.

The Ministry of Science and Technology of Viet Nam proposed several key areas of focus, including:

- Strengthening cooperation with the EU in standards, technical regulations and railway technology;

- Connecting research networks, laboratories, research centres and research funding mechanisms;

- Expanding support programmes for young scientists, technology startups and innovation connectivity between the two sides;

- Promoting cooperation in AI, semiconductors, digital technologies, 5G/6G, satellites, clean energy, environmental technologies and nuclear safety;

- Connecting technology enterprises, research institutes and innovation networks.

An overview of the meeting.

At the meeting, the two sides also discussed the upcoming visit to Viet Nam in late May 2026 by European Commissioner for Startups, Research and Innovation Ekaterina Zaharieva. They agreed to work towards the signing of a Letter of Intent on cooperation in science, technology, research and innovation between Viet Nam and the EU, and to develop a concrete implementation plan immediately after the signing.
