Viet Nam and Singapore strengthen capacity building and digital government cooperation
<p style="text-align: justify;">Viet Nam and Singapore agreed to expand cooperation in training, digital government and business connectivity during a meeting between Deputy Minister of Science and Technology Bui Hoang Phuong and Singapore Ambassador to Viet Nam Rajpal Singh on July 17, 2026.</p>
Deputy Minister Bui Hoang Phuong proposed moving forward with a training programme for officials from the 34 provincial Departments of Science and Technology, alongside specialised workshops and a Viet Nam–Singapore forum for digital technology businesses.
He said the strong momentum in bilateral relations was creating further opportunities for cooperation in science, technology, innovation and digital transformation. Singapore brings advanced technological capabilities, effective governance and valuable implementation experience, while Viet Nam offers a large market, a young workforce and strong demand for digital solutions.

The proposed training programme will enable Singaporean experts to share practical experience in digital transformation, digital government development and the delivery of technology initiatives at the local level.
Deputy Minister Bui Hoang Phuong suggested broadening participation to officials from digital transformation and information technology units across ministries and government agencies. He also called for the programme to be tailored to the practical needs and specific challenges faced by Vietnamese agencies and local authorities.
The Ministry of Science and Technology of Viet Nam and the Embassy of Singapore will coordinate to finalise the programme and its implementation arrangements.

The two sides also discussed a specialised workshop involving experts from the Government Technology Agency of Singapore. The event is expected to cover digital government development, as well as public investment and procurement practices for digital transformation. The exchange would provide Vietnamese agencies with practical insights into the design and delivery of digital programmes.
Deputy Minister Bui Hoang Phuong also proposed hosting a Viet Nam–Singapore Digital Technology Business Forum at the Ministry of Science and Technology of Viet Nam. The forum would connect businesses from both countries, allowing them to present their capabilities, explore market demand, identify potential partners and promote the use of digital technologies and artificial intelligence in production and business operations.
Ambassador Rajpal Singh welcomed the proposals and confirmed that the Embassy of Singapore was ready to connect the forum with Singaporean companies operating in Viet Nam, as well as businesses exploring opportunities in the Vietnamese market.
