Qualcomm proposes AI and semiconductor partnership with Viet Nam
<p style="text-align: justify;">On August 28, 2026, Minister of Science and Technology Vu Hai Quan held a working session with Mr. Cristiano Amon in Ha Noi.</p><p style="text-align: justify;"></p>
During the meeting, Mr. Amon expressed Qualcomm’s ambition to make Viet Nam one of its future AI hubs and proposed two primary areas of collaboration.

Overview of the working session
First, Qualcomm suggested encouraging Vietnamese technology enterprises and corporations to expand their R&D and manufacturing capabilities in semiconductors, AI, and data centers. Through this framework, local companies can partner with Qualcomm to develop, manufacture, and bring technology products to the global market.
Second, the company aims to strengthen collaboration with Vietnamese universities and research institutes to promote the application of Qualcomm’s open-source AI platform. Building on this foundation, both sides will work toward researching, developing, and manufacturing commercially viable technology products.
According to Mr. Amon, advancing technology R&D and commercialization requires close alignment among enterprises, higher education institutions, and research institutes - a triple-helix model Qualcomm seeks to reinforce in Viet Nam moving forward.
Citing Qualcomm’s past collaboration with South Korea on CDMA mobile network R&D, Mr. Amon noted that joint efforts helped catalyze South Korea's high-tech sector, laying the groundwork for domestic tech firms to elevate their capabilities and expand internationally.
On this basis, Mr. Amon proposed signing an MOU with the Vietnamese Government to establish a framework for realizing these initiatives.
Welcoming the proposals, Minister Vu Hai Quan expressed strong support, stating that these initiatives align with Viet Nam’s strategic orientation for high-tech development, AI, and semiconductors. He added that such cooperation would offer domestic enterprises, universities, and research institutes opportunities to integrate deeper into the global tech value chain.
Minister Vu Hai Quan affirmed that the Ministry of Science and Technology will coordinate with Qualcomm to formalize these discussions into a concrete cooperation document, laying the groundwork to promote joint R&D programs, workforce training, and support for Vietnamese tech firms in the near future.
The proposed cooperation framework marks a potential shift in Qualcomm’s engagement with Viet Nam - expanding from manufacturing operations toward deep R&D and commercialization, thereby strengthening Viet Nam’s broader AI and semiconductor ecosystem./.
